The country is facing drought conditions because of the deficit in south-west monsoon. This has adversely affected the agriculture operations in the Kharif season all over the country. The country as a whole had a deficit rainfall of 28% as on 16 August 2009. This will have a definite impact on production and productivity. The Kharif sowing is under progress in all States. Area of coverage of various crops is less compared to last year. The sowing and area coverage is however, higher in pulses and coarse cereals, mainly on account of good sowing of maize. However, compared to last year; less area coverage is reported in rice because of delayed monsoon.
Ten States viz. Assam, Bihar, Himachal Pradesh, Jharkhand, Manipur, Nagaland, Karnataka, Maharashtra, Madhya Pradesh and Uttar Pradesh have declared drought, partly or wholly in the state. A total number of 246 districts have been declared drought affected.
The Ministry of Agriculture has been constantly monitoring the progress of rainfall / sowing of Kharif crops through meetings, video conferences. The States have been given the technical advisories on alternate cropping pattern and other steps to be taken to reduce the impact of deficit rainfall. There is now a need for taking up area specific agro-climatic based schemes and programmes to assess the crop losses in the remaining part of the Kharif season and try to compensate loss of production in Kharif during the coming Rabi season.
Some of the steps taken by the Ministry so far include:
-States have been requested to submit the indent for additional quality of seeds for early maturing varieties and for alternative crops.
- Seeds of varieties more than 10 years of age have been allowed for distribution/demonstration by the States.
- In view of the non-availability of seeds of desired varieties, States have been allowed to use truthfully labeled seeds.
- Daily advisories to the farmers are being flashed on the ICAR website.
- Directions have been issued to KVKs, ICAR Research Centres and SAUs to disseminate advisories to extension functionaries and farmers.
- States have been given the flexibility to use for available funds under RKVY for crop development of alternate crops and additional funds have been provided under RKVY and NFSM.
-As a part of a short term strategy, the Government has announced a Diesel Subsidy scheme on 15 July 2009, under which an amount Rs.7.50 per litre of diesel is approved for the districts where drought is declared or the rainfall deficit is more than 50% as on 15 July 2009.
